Eligible class of contractors as specified in column No. 6 of TCN registered with the State Government and contractors of equivalent Grade / Class registered with Central Government / MES / Railways for execution of Civil works. | Joint Venture/ Consortium agreements/ M.O.Us are not allowed to participate in the Bid. | Tenderers must not have abandoned any work of similar nature nor had their contract rescinded during the last 5 years. | Similar nature of work worth 75% of the estimated cost put to tender during any three financial years (starting from 2021-22 to 2025-26) excluding the current financial year 2026-27. | Total financial turnover in respect of civil engineering works of an amount not less than the amount put to tender during any three financial years @200% of annual payment of the work put to tender, taken together of the last preceding five financial years starting from 2021-22 to 2025-26 excluding the current financial year 2026-27. | Required Bid Capacity is to be more than the Estimated cost of the work. | Bidders from outside the state can participate without GSTIN if they submit an undertaking that they are not registered under GSTIN and have no liability under the Act, but must produce GSTIN before contract award. | Bidders registered under other State Governments /MES/Railways/CPWD in equivalent rank may participate, but successful bidder must register under the state PWD before signing the Agreement. | Super/Special class Contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the State of Orissa. | "A" Class Contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Orissa.
