Contractor must be registered in the e-procurement portal with a valid Digital Signature Certificate (DSC). | Contractor must have a valid PAN and Registration Certificate (RC)/GST Registration Certificate and GSTIN. | Contractor must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Contractor must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | Contractor must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years. | Contractor must possess the specified machineries either owned or on hire/lease, securing 80% marks in aggregate as per Format-III. | Bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated), B is the value of existing commitments and ongoing works, and N is the number of years prescribed for completion. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Bidders from outside the state without GSTIN/GST registration certificate must submit an affidavit stating they are not registered and have no liability, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement.
