Tenderer(s) should not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Tenderer(s) must have a valid Registration Certificate of the required class as mentioned in Col-6 of the Table in NIT. | Tenderer(s) must have an up-to-date GSTIN Certificate, PAN Card, and Labour License. | Tenderer(s) must have executed similar nature of work worth 75% of the estimated cost during any three financial years taken together of the last preceding five years (i.e., 2021-22 to 2025-26) excluding 2026-27. | Tenderer(s) must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Applicants must have an Assessed Available Bid Capacity greater than the total estimated cost of the works, calculated as (A*N*2-B) where A is maximum value of Civil Engineering works executed in any one year during the last five years, N is number of years prescribed for completion, and B is value of current price level of existing commitments and ongoing works. | Contractors from outside the state can participate without a GSTIN certificate if they submit an affidavit, but must produce it before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but successful bidders must register under the state PWD before signing the Agreement. | Super/Special class Contractors must employ one Graduate Engineer and two Diploma Holders belonging to Odisha. | "A" Class Contractors must employ one Graduate Engineer or two Diploma Holders belonging to Odisha.
