Eligible class of contractors of Government of Orissa or equivalent class of other State Government / Railways / CPWD / MES. | Bidders must have necessary Portal Enrolment with their own Digital Signature Certificate. | Registered bidders outside Orissa must undergo registration with the appropriate authority of the State Government before award of the work. | Contractor must have a valid registration certificate, valid PAN, and valid GSTN clearance certificate. | Joint Venture / Consortium agreements/ M.O.Us are not allowed. | A bidder shall not be permitted to bid if their spouse's near relative (first blood relations and their spouses) is posted as Divisional Accountant or an officer between Superintending Engineer and Junior Engineer (both inclusive) in the R.W Division. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | Intending Engineering Contractor must have the name of work recorded in the original registration certificate for EMD exemption. | Intending tenderer(s) should submit a “No relationship with any of the officers” certificate. | Intending tenderer(s) must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Special class contractor shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Orissa. | A class contractor shall employ one Graduate Engineer or two Diploma Holders belonging to the state of Orissa.
