Open to all Contractors of the class mentioned in the Invitation for Bids registered with the State Governments and Contractors of Equivalent Grade/ Class Registered with Central Government/ MES/ Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate registering authority of the State Government before award of the work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project. | Bidders must not have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must declare it. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for two years after retirement without prior permission. | Bids from Joint ventures are not acceptable. | The contractor must enter into an M.O.U. (Memorandum of Understanding duly notarized) with eligible Registered Electrical Contractor having valid H.T. / L.T./ M.V. License issued by Govt. of Odisha for electrical works, unless the civil contractor has their own valid electrical license. | Civil Contractors with electrical licenses from other States must submit an Endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”. | The contractor must furnish MOU with a professional firm or body having experience in handling Fire safety services for design, construction and commissioning of high-rise/old age home/buildings/hospitals/apartments, along with the firm's registration certificate.
