Bidders must be 'Super Class' Contractors registered with the Odisha State Government or equivalent grade/class registered with Central Government/any other State Government/MES/Railways. | Contractors registered elsewhere must register with the appropriate registering authority of the State Government before award of work/signing of the Agreement. | Successfully completed work(s) of similar nature of Civil Work(s) valued not less than Rs. 1873.80 Lakh (30% of estimated cost excluding GST) in any one year during the last 5 financial years in any Govt. Sector and/or Public Sector and/or any Govt. Parastatal of India. | Similar Nature of Works means Civil Engineering Works involving the construction of storm water drainage systems, including RCC drains, box drains, trunk drains, cross-drainage structures, retaining walls, culverts, canal works, Water Treatment Plant, Wastewater Treatment Plant, Elevated Service Reservoir, Underground Reservoir and Intake well. | Annual financial turnover of not less than Rs. 2498.40 Lakh (40% of the estimated cost excluding GST) in any one year in Civil Construction Works during last 5 financial years, certified by a Chartered Accountant with UDIN. | The bidder should not have been blacklisted by any Govt./Govt. Undertaking on the bid submission date. | Bidders must register themselves in CDMS Portal developed by State Procurement Cell, Odisha, Bhubaneswar; successful out-of-state bidders not registered must do so before signing the agreement. | Bids from Consortium/Unincorporated Joint Venture are not acceptable. | Bidders whose contracts have been rescinded under PHEO/WATCO/RWS&S during the last two years prior to the invitation date are not eligible. | Bid capacity must be more than the total estimated cost of the works excluding GST, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated with 10% annual inflation), B is the value of existing commitments and ongoing works (updated with weightage factor) to be completed during the next years, and N is the number of years prescribed for completion of the works (minimum N=1). | Bidders who have in the last 3 financial years applied for/are undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceedings from Financial Institutions or those facing Sickness and under consideration of Board for Industrial & Financial Reconstruction (BIFR) are not eligible.
