Bidders must be "C" Class Civil Licensees registered in CDMS, having a joint venture with an "HT" or "LT" Electrical Contractor. | Contractors of equivalent grade/class registered with other State Govt./Central Govt./M.E.S./Railways or other Govt. undertakings are eligible. | All contractors must be registered in the State portal and possess a compatible Class-III digital signature certificate. | Bidders registered under CDMS portal can only participate after 31.12.2020 as per Works Department letter No. 91000, Dt. 17.07.2020. | Contractors from outside Odisha can participate but must undergo registration with the appropriate authority of the State Govt. within one month of bid acceptance. | Joint ventures are not acceptable. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must disclose any relation to an officer of Assistant Engineer rank or above in State P.W.D. or Under Secretary and above in Water Resources Department. | No Engineer of gazette rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior written permission. | Bidders will be disqualified for misleading/false representations, poor performance records, unreasonable prices without justification, unlawful/corrupt means, or being blacklisted.
