Contractors must be registered with the State Governments or equivalent Grade/Class registered with Central Government/MES/Railways for Electrical works. | Contractors must be "MV"/"HT" or Above Electrical contractors having a valid license from ELBO. | Bids from Joint Venture are not allowed. | The bidder should have successfully completed or substantially completed at least one similar nature of ELECTRICAL work during the last 5 years from the Base Year as specified in the Contract Data. | The value of the similar work executed should not be less than 60% (excluding GST) of the estimated cost put to tender, or 2 similar works each costing not less than 40% (excluding GST), or 3 similar works each costing not less than 20% (excluding GST) of the estimated cost. | The work should have been successfully completed and handed over in all respects, duly inspected by the competent authority with full satisfaction to the department. | Completion certificates must be furnished from the Engineer-in-Charge not below the rank of an Executive Engineer, clearly indicating name & details of work with value, date of commencement, and date of completion. | Detailed BOQ (Mandatory) along with the agreement copy (Mandatory)/work order (Mandatory) of the work against which the completion certificate has been furnished, is to be submitted. | Any similar nature of work started before FY 2020-21 shall be treated as a potential technical credential if successfully completed and handed over during the last five financial years (2020-21, 2021-22, 2022-23, 2023-24, 2024-25). | The bidder shall furnish a year-wise price breakup (As per SCHEDULE-G) of the work from the date of commencement to the actual date of completion for works started before FY 2020-21. | The available bid capacity of the applicant must be more than the total estimated cost of the works. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last five years, prior to the date of the bid, shall be debarred from qualification. | The contractor shall furnish a certificate along with the tender to the effect that he is not related to any officer in the rank of an Assistant Engineer & above in the state P.W.D. or Assistant/Under Secretary & above in the Works Department. | Super class contractors shall employ two Graduate Engineers and two Diploma holders belonging to the State of Odisha. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | 'A' class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the state of Odisha. | The contractor shall not employ child labour. | Individual registered contractors belonging to Schedule Caste and Schedule Tribe having Registration Certificate up to 'B' Class are eligible for 10% purchase preference.
