Bidders must be eligible class contractors of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES. | Bidders must have necessary Portal Enrolment with their own Digital Signature Certificate. | Registered bidders from outside Odisha must register with the appropriate authority of the State Government before award of work. | The intending tenderer(s) should have a valid registration certificate, valid PAN, and valid GSTN clearance certificate. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | A bidder shall not be permitted to bid for works in the R.W Division where his or his spouse’s near relative is posted as Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer and Junior Engineer (both inclusive). | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for a period of two years after retirement without Government permission. | The Civil Contractor must upload a scan copy of a notarized agreement executed between them and a registered Electrical Contractor along with the Electrical Contractor's valid license, GSTIN & PAN. | SC/ST contractors up to 'B' Class can avail 50% exemption of EMD and price preference by uploading a scan copy of their caste certificate and application for price preference. | Engineering contractors seeking EMD exemption must have the name of the work recorded in their original registration certificate before the tender is opened and submit an application for such exemption. | The intending tenderer(s) should have executed similar nature of work (excluding GST) worth 75% of the estimated cost put to tender during any three financial years of the last preceding five years. | The intending tenderer(s) must not have abandoned any similar nature of work nor had their contract rescinded during the last five years. | The intending tenderer(s) should have a total financial turnover (certified by a Chartered Accountant) of an amount not less than the amount put to tender during any three financial years of the last preceding five financial years.
