Bidders must be registered Class C & B contractors with the Odisha State Government or equivalent grade/class with Central Government/MES/Railways. | Contractors registered elsewhere must register with the appropriate registering authority of the State Government before award of work. | Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices. | No criminal cases should be pending against the contractor or partners. | The contractor must declare that no near relatives are working as Assistant Engineer/Assistant Executive Engineer or above in RWS&S of Odisha. | Bidders must have successfully completed works or any Civil Engineering work in any one financial year during the last five financial years (2021-22 to 2025-26) of value not less than Rs. 8.02 Lakh (30% of estimated value). | Bidders must have an annual turnover from all classes of Engineering work contracts of not less than Rs. 10.75 Lakhs (40% of estimated cost) in any one financial year during the last 5 financial years (2021-22 to 2025-26). | Bids from joint ventures/associations in firms are not acceptable. | A bidder can only participate for projects of value equal to or less than 3 times of its bid capacity. | Subcontractor's experience and resources will not be considered for qualifying criteria. | Available bid capacity must be more than the total bid value.
