Contractors must be registered with the State Govt. or equivalent grade/Class registered by CDMS with Central Govt./MES/Railways for execution of Civil works. | Bidders must not be a relative of employees working under Rural Works Division, Phulbani or an officer not below the rank of JE. | No Engineer of Gazetted rank or other Gazetted officer employed in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | Bidders must not have abandoned any work of similar nature nor had their contract rescinded during the last 5 years. | Bidders must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years (2021-22 to 2025-26). | Bidders must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years (2021-22 to 2025-26). | Required Bid Capacity must be more than the Estimated cost of the work (applicable for works above Rs 3.00 Crores). | Bidders from outside the state can participate without GSTIN but must submit an undertaking and obtain GSTIN before contract award. | Successful bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement. | Joint Venture/Consortium agreements/M.O.Us are not allowed.
