Contractors must be registered with the State Government or equivalent grade/Class registered by CDMS with Central Govt./MES/Railways for Civil works. | Bidders from outside Odisha must undergo registration with the appropriate authority of the State Government after portal enrollment. | Bidders must not be a relative of employees working under Rural Works Division, Phulbani or an officer not below the rank of JE. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | The intending tenderer(s) should not have abandoned any work of similar nature nor should their contract have been rescinded during last 5 years. | Bidders must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years (2021-22 to 2025-26). | Bidders must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years (2021-22 to 2025-26). | Required Bid Capacity must be more than the Estimated cost of the work (applies to works above Rs 3.00 Crores). | Super/Special class Contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the State of Orissa. | "A" Class Contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Orissa.
