Contractors must be of 'D' Class or 'C' Class with a valid HT License. | Contractors registered with State Governments or Equivalent Grade/Class registered with Central Government/MES/Railways for civil works are eligible. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority before work award. | Bidders must not be associated with the Consultant or any entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must not have a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are not acceptable for this tender. | Government-owned companies are eligible only if they are legally and financially autonomous and operate under commercial law. | Contractors must have an established registration with an HT electrical license issued by ELBO and civil 'D' Class / 'C' Class. | Contractors with pending criminal cases will be summarily rejected. | Contractors with a record of poor performance, such as abandoning works, not properly completing contracts, inordinate delays, or financial failures, will be rejected. | Contractors found to have produced false/fake certificates will be blacklisted.
