Contractors must be Class 'D' or 'C' registered with State Governments or equivalent Grade/Class registered with Central Government/MES/Railways for Civil works. | Bidders must possess compatible Digital Signature Certificate (DSC) of Class-II or Class-III. | Bidders must secure a minimum of 80% marks in machineries to qualify in technical verification. | Contractors intending to hire/lease equipment/machineries must furnish proof of ownership and contracts/agreements/lease deeds on a long-term basis for a minimum period of 18 months from the last date of receipt of Bid documents. | Joint Ventures are not accepted. | Assessed Available Bid Capacity = (A*N*2-B), where A = Maximum value of works executed in any one year during the last five years (updated to current price level at 10% inflation per year), B = Value of existing commitments and ongoing works to be completed during the next years, and N = Number of years prescribed for completion of the work. | Contractors whose contract for any work has been rescinded or who has abandoned any work in the last five years prior to the date of Bid shall be debarred from qualification. | Contractors exempted from EMD payment must upload documentary evidence for eligibility. | Super Class contractors shall employ two Graduate Engineers and two Diploma Holders from Odisha. | Special Class contractors shall employ one Graduate Engineer and two Diploma Holders from Odisha. | 'A' Class contractors shall employ one Graduate Engineer or two Diploma Holders from Odisha. | Engineer Contractors desirous to avail EMD exemption must submit an affidavit stating they have not availed the facility/participated in more than two works (excluding this work) during the current financial year, mentioning the works and authorities.
