Contractors must be of Class “D”/“C”/ “B” as indicated against each work in the DTCN. | Contractors must be registered with Odisha State Government or equivalent grade/class registered with Central Government/ any other State Government/ MES/Railways. | Bidders must possess an up-to-date compatible Digital Signature Certificate. | Contractors registered elsewhere but not with Government of Odisha must register with the appropriate authority before award of work/signing of agreement. | Each successful bidder (unless a Civil Engineer Contractor) must deploy at least one experienced Civil Engineer at the work site with a Diploma or Degree in Civil Engineering from an AICTE recognized institute and at least two years of post-qualification experience. | Bidders must be in possession of or have a lease/hire agreement for tools, plants, equipment, and machinery as per Schedule- ‘A’. | Bidders who have applied for/are undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceedings from Financial Institutions or declared 'Sick' by BIFR in the last three financial years are not eligible. | SC/ST contractors up to 'B' Class are required to deposit 50% of the specified amount for registration and may deposit/realize Security Deposit (EMD, initial security, and Performance Security) at half the usual rate. | Contractors with Physical Disabilities/Engineer Contractors/ST or SC Contractors may avail full or partial exemption for EMD & ISD upon submission of required documentary evidence.
