Circle where a spouse's near relative is posted as Divisional Accountant or an officer between Superintending Engineer and Junior Engineer. | No Engineer of gazetted rank or other Gazetted officer employed in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate but must register under the state PWD before signing the Agreement. | Super/Special class Contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | "A" Class Contractors must employ one Graduate Engineer or two Diploma Holders from Odisha.
