Contractors must be 'A' Class, 'B' Class, or 'Special Class' (of Odisha PWD) or relevant class of other licensing authorities, depending on the estimated cost. | Registered bidders from outside Odisha must undergo registration with the appropriate State Government authority within one month of bid acceptance. | The contractor/bidder must register in the e-procurement portal with a valid Digital Signature Certificate (DSC). | Bidders must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Bidders must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | Bidders must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years. | Bidders must possess the specified machineries either owned or on hire/lease, and secure 80% marks in aggregate for machinery requirements. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | No Engineer of gazetted rank or other Gazetted officer employed in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | Bidders from outside the state can participate without GSTIN/GST registration certificate if they submit an affidavit stating they have no business or liability under the GST Act in the state, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement if successful.
