Bidders must be "MV" Class or "HT" Class contractors. | Contractors registered with Odisha State Government or equivalent grade/class registered with Central Government/ any other State Government/ MES/Railways are eligible. | Bidders must have successfully completed similar type of work(s) in any one year during the last 7 years, meeting one of the following: three completed works each costing not less than 40% of the estimated cost, or two completed works each costing not less than 50% of the estimated cost, or one completed work costing not less than 80% of the estimated cost. | Similar work must cover supply, installation, testing and commissioning of street lighting systems, including LED streetlights, poles, cabling, feeder pillars/control panels and allied electrical works, executed for State Government / Central Government / PSUs/ ULBs/ Municipal Corporation. | Bidders must have an Average Annual Financial Turnover of not less than 30% of the estimated cost during the last 3 financial years (FY 2023-24, 2024-25, 2025-26), certified by a registered Chartered Accountant. | Bidders must be in possession of or under lease/hire agreement for tools, plants, equipment and machineries as per Schedule-‘D’. | Bidders who have applied for / are undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceeding from Financial Institutions or declared as ‘Sick’ by BIFR are not eligible. | Contractors registered elsewhere but not with Government of Odisha must register with the appropriate registering authority of the State Government before award of work/signing of the Agreement.
