The bidder must be a Company, Society, Trust, Partnership Firm, or Limited Liability Partnership registered for a minimum of 5 years ending March 2026. | Consortium or Joint Venture is not allowed. | The bidder should have its Main/Branch Office in Odisha for a minimum of three years prior to bid submission, or submit a declaration to open one if awarded the contract. | The bidder should have an average annual turnover of at least Rs. 10.00 Cr or more in any 3 FYs during the last 5 FYs (2021-22 to 2025-26). | The bidder must have experience in running laboratories (Soil/Fertiliser/Pesticide/Water quality/Seed etc.) in Agriculture and allied sectors for at least 2 years during the last 5 years in collaboration with Central/State Govt./PSUs/Autonomous bodies/Co-operatives/EAPs. | The bidder must have executed a minimum of 2 projects during the last 5 FYs on Agriculture and allied sectors in collaboration with Central/State Govt./PSUs/Autonomous bodies/Co-operatives/EAPs. | The bidder must have executed a minimum of 2 projects related to Soil Health Management including Soil Testing activities during the last 5 FYs in collaboration with Central/State Govt./PSUs/Autonomous bodies/Co-operatives/EAPs. | The bidder must have completed at least one lakh Soil Samples Analysis including Soil Health Card generation and submission in any one year during the last 5 years in collaboration with Central or any State Govt. Projects Central Govt/ State Govt./ PSUs/ Autonomous bodies/Co-operatives/EAPs. | The bidder must have experience in managing a minimum of 20 technical manpower with a minimum qualification of BSc (Ag)/ BSc (Hort.)/BSc (Chemistry as a Subject) in currently executed projects. | The bidder must have experience in managing a minimum of 70 non-technical manpower with minimum qualification (Secondary Pass) in currently executed projects. | The applicant agency should not have been blacklisted by any Government or organization and must provide an affidavit to this effect. | The bidder shall furnish an affirmative statement regarding the existence of any potential conflict of interest.
