Civil contractors registered with the State Govt. or equivalent grade/Class registered by CDMS with Central Govt./MES/Railways are eligible. | Bidders must have necessary Portal Enrolments with their own Digital Signature Certificate. | Registered bidders from outside Odisha can participate but must register with the appropriate authority of the State Government subsequently. | A bidder shall not be a relative of employees working under R.W.D-II Ganjam or an officer not below the rank of JE. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | To avail EMD exemption, the intending Engineering Contractor should have an affidavit for such claim along with the tender paper for the 2026-27 period. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | Special class contractors must employ one Graduate Engineer and two Diploma holders belonging to Odisha. | A class contractors must employ one Graduate Engineer or two Diploma holders belonging to Odisha. | The employed engineering personnel must be full-time, continuous, and not superannuated, retired, dismissed, or removed personnel from government service or ineligible for government appointment.
