Contractors must be "B" Class registered with the Odisha State Government or equivalent grade/class registered with Central Government/any other State Government/MES/Railways. | Contractors must have successfully completed similar nature of work valuing not less than Rs. 26.50 Lakh (30% of estimated cost including GST) in any one year during the last 5 years in any Govt. Sector and/or Public Sector and/or any Govt. Parastatal of India or any of its constituent State or Union Territory, including Conventional Water Treatment Plant or Intake Well or Elevated Service Reservoir or Ground Storage Reservoir or laying of pipeline works. | Contractors must have an annual financial turnover of not less than Rs. 35.30 Lakh (40% of estimated cost including GST) in any one year in laying of pipeline and water supply works during the last 5 years, certified by a Chartered Accountant with a Unique Document Identification Number (UDIN). | Contractors must not have been blacklisted by any Govt./Govt. Undertaking on the bid opening date. | Bids from Consortium/Unincorporated Joint Venture are not acceptable. | Contractors must not have applied for/be undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceedings from Financial Institutions or facing Sickness and under consideration of Board for Industrial and Financial Reconstruction (BIFR) in the last 3 financial years. | Contractors must not have any criminal cases pending against them at the time of submitting the tender. | Contractors must not have a record of performance such as absconding from work, works not properly completed, inordinate delays, or financial failure. | Contractors must declare that no near relatives are working in the cadre of an Assistant Engineer/Assistant Executive Engineer and above in the Public Health Engineering Organisation (PHEO) of the State of Odisha.
