Contractors must be registered with the State governments or equivalent Grade/Class of other State Government/Railways/CPWD/MES. | Bidders must have necessary Portal Enrolment with their own Digital Signature Certificate. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before work award. | Contractor class must match the requirement specified in Col-6 of the NIT table (e.g., Super Class, Special Class, A, B, C, D). | Bidders must have an up-to-date valid PAN Card and GSTIN. | Bidders must not have abandoned any work of similar nature or had their contract rescinded during the last five years. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | Contractors exempted from EMD must upload documentary evidence for such exemption and an affidavit stating how many times they have availed this facility during the current year. | Engineer Contractors availing EMD exemption must produce their original license at the time of opening. | ST or SC Contractors availing EMD exemption and price preference must enclose an affidavit. | Bidders from outside the State without GST registration must submit an affidavit indicating they are not registered under the OGST Act and have no liability under it, but must produce GST registration before contract award. | Successful bidders registered under other State Government/MES/Railway/CPWD must register under the State PWD before signing the Agreement.
