Contractors must be registered with the Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES. | Bidders must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Bidders must possess a valid Registration Certificate of the required class as mentioned in NIT. | Bidders must have up-to-date valid PAN Card and GSTIN number. | Bidders should not have a spouse or near relative (first blood relations and their spouses) posted as Divisional Accountant or as an officer between Chief Construction Engineer/Additional Secretary to Assistant Executive Engineer in the R.W. Circle responsible for the work. | Bidders must have successfully completed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years (2021-22 to 2025-26), excluding the current financial year. | For Road with CDs or Road Having Bridge (Estimated Cost Less Than – 5.00 Crore), bidders must have successfully completed similar nature of work with a completed value of at least 75% of the estimated cost. | For Road Having Bridge Work (Estimated Cost Above – 5.00 Crore), bidders must have successfully completed similar nature of work comprising Bridge work executed separately along with Road work, with a completed value of at least 75% of the estimated cost on each Road & Bridge work. | Bidders must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years (2021-22 to 2025-26), excluding the current financial year. | On-going Road works will not be treated as completed works. | Submission of more than one tender paper by a tenderer for a particular work will lead to rejection of all such tender papers. | Inordinate delay in previously awarded works will render the bid rejected. | Joint venture/consortium agreements/MOU are not allowed to participate in the bid. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works for works above Rs 3.00 Crores, calculated as (A*N*2-B) where A is the maximum value of Civil Engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works. | Bidders are subject to disqualification if they made misleading or false representations, have a record of poor performance, or quoted unreasonably high or low bid prices without justification in previous bidding for the same work.
