Eligible class of contractors of Government of Odisha or of equivalent class of other State Government / Railways/ CPWD/ MES. | Bidders must have necessary portal enrolment (with own Digital Signature Certificate) of class-II or class-III. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before signing the agreement. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for a period of two years after retirement without Government permission. | One bidder can submit only one tender paper to each of the works. | Contractors of Super, Special, A & B Classes will have a total security deposit of 7%. | C & D Class Contractors will have a total security deposit of 5%. | Intending Engineering Contractors seeking EMD exemption must furnish an affidavit stating they have not been awarded more than 3 works during the current financial year. | ST/SC contractors seeking 50% EMD exemption or price preference must produce an affidavit to this effect. | ST/SC contractors having Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference. | Contractors for works costing more than 2.5 lakhs must employ one or more Engineering graduate or Diploma holders as Apprentice. | Special class contractors must employ one graduate engineer and two diploma holders belonging to the state of Orissa. | A class contractors must employ one graduate engineer or two diploma holders belonging to the state of Orissa.
