Contractors registered with the State Government in the specified class (Class D & C, Class B Only, Class C & B) for each work are eligible. | Contractors of Equivalent Grade / Class Registered with Central Government / MES / Railways having registration for execution of civil works can participate. | Successful bidders not registered with State P.W.D. must register before signing the agreement. | Bidders must have necessary Portal Enrolment with their own digital signature certificate. | Bids from Joint ventures are not acceptable. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that has prepared the design, specifications, and other documents for the Project or being proposed as Project Manager for the Contract. | Bidders must not have a relative employed as an Officer in the rank of an Assistant Engineer/Assistant Manager and above in the State Government of Odisha/OPTCL in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha/OPTCL is allowed to work for contractor for a period of two years after his retirement without prior permission. | EPF and ESI certificate with last 03 month (May 2026 to July 2026) updated challan is mandatory for qualification. | Exemption holders like SC/ST contractors can deposit Security Deposit (Earnest Money, Initial Security and Performance Security) at half the usual rate for categories up to “B” Class only. | A bidder can submit only one set of tender paper for a particular work. | Applicants whose contract for any work has been rescinded or who has abandoned any work in the last five years are debarred from qualification. | Bidders must furnish evidence of ownership of principal machineries / equipment mentioned in Annexure-I of Schedule-C and secure a minimum of 80% marks. | Bidders intending to hire/lease machineries & equipment must produce original ownership documents and a long-term lease-deed (minimum 10 months from bid receipt or until work completion).
