Bidders must be eligible class of contractors registered with the State Govt. of Odisha or equivalent grade/class registered with other State Govt./Central Govt./M.E.S./Railways or other Govt. undertakings. | Bidders must have necessary portal enrolment with their own digital signature certificate. | Registered bidders outside of Odisha State must undergo registration with the appropriate authority of the State Govt. within a month of bid acceptance. | Engineer contractors are exempt from EMD for a maximum of three works in a financial year, provided they submit an affidavit and produce their original registration certificate. | A bidder can submit only one tender paper for a particular work. | Contractors whose bid is less than 15% of the tendered amount will be rejected, unless multiple bids are at 14.99% less, in which case a lottery system will be used. | SC/ST contractors can avail price preference by enclosing a copy of their registration certificate. | Class A contractors must employ one Graduate Engineer or two Diploma Holders from Odisha, paying them emoluments not less than State Govt. personnel of equivalent qualification. | Sub-contractors' experience and resources will not be considered for qualifying criteria.
