Bidding is open to all eligible bidders as defined under Odisha Contractors Registration Act of Works Department. | Bidders registered as per eligibility criteria of Class 'C' & 'D' for each work under the Government of Odisha/ Other State Government/ Government of India/ State or Central Government Undertakings are eligible. | Registered bidders outside the state can participate but must register with the appropriate authority within one month from acceptance of tender. | Engineer contractors wanting EMD exemption must submit an affidavit declaring they have not availed 3 EMD exemptions during the current financial year and show the original Registration Certificate at agreement execution. | SC/ST/Physically Handicapped contractors wanting EMD exemption/Price preference must produce original affidavit/No relation certificate at agreement execution and show original Registration Certificate, GST registration certificate, PAN card for verification. | One bidder can submit only one tender paper for each work using their own DSC; multiple submissions will lead to rejection of all such tenders. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative Department of the State Government is allowed to work as a contractor for two years after retirement without government permission. | Registration in the Contractor Data Base Management system (CDMS) available at WWW.cdmsodisha.gov.in is mandatory. | Contractors not registered with the Government of Odisha can participate after portal enrollment but must register with the appropriate registering authority before work award. | Bidders participating through Joint Venture must declare the authorised signatory through a duly registered Memorandum of Understanding and enroll in the portal in the name of the Joint Venture Company.
