Open to 'A' Class contractors registered with the State Governments or equivalent Grade/Class registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha must register with the appropriate registering authority of the State Government before award of the work. | Contractors of equivalent Grade/Class Registered with Central Government/Other State/MES/Railways/CPWD will not be entertained if already registered with State Government of Odisha. | Each bidder shall submit only one bid for one work. | Bids from Joint Ventures are not allowed. | Must not have a record of poor performance such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. | Must not have made misleading or false representations in qualification documents. | Must not have participated in previous bidding for the same work and quoted unreasonable prices without justification. | Must not have indulged in unlawful & corrupt means in obtaining bids. | Must not be blacklisted by the competent authority. | Must not have had a contract rescinded or abandoned any work in the last five years. | Must meet the requirement of completion/substantial completion of at least one similar nature of road work of Rs. 98.59 lakhs (excluding GST) during the last 5 years from the Base Year 2026-27, with major items including DBM/BM/BC/SDBC/Mastic Asphalt. | Must meet a minimum annual turnover of Rs. 328.64 Lakhs (excluding GST) in civil construction works over the last five years from the Base Year 2026-27. | Required Bid Capacity must be more than the Estimated cost of the work, calculated as (A*N*2-B) where A is maximum value of works executed in any one year (updated to current price level 2026-27), N is 4 calendar months (taken as one year), and B is value of existing commitments and ongoing works.
