Bidding is open to all eligible bidders as defined under Odisha Contractors Registration Act of Works Department. | Bidders registered in relevant classes (D & C Class) as per eligibility criteria of each work in Annexure of Bid Notice column-6 under the Government of Odisha/Other State Government/Government of India/State or Central Government Undertakings are eligible. | Registered bidders outside Odisha can participate but must register with the appropriate authority of the State Government within one month of bid acceptance. | Contractor must be registered in the Contractors Database Management System (CDMS) irrespective of tender amount. | Engineering (Degree/Diploma) contractors seeking EMD exemption must furnish an affidavit stating they have not availed exemption for more than the prescribed limit. | SC/ST contractors having Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative Department of the State Government is allowed to work as a contractor for two years after retirement without Government permission. | The contractor must furnish a 'No relation certificate' stating no officer of the Department to the rank of Assistant Engineer or above is related to them.
