Bidding is open to all eligible bidders as defined under the Odisha Contractors Registration Act of Works Department. | Bidders registered in relevant classes ('D' & 'C' Class) as per eligibility criteria of each work in the Annexure of Bid Notice are eligible. | Bidders registered under the Government of Odisha/Other State Government/Government of India/State or Central Government Undertakings are eligible. | Registered bidders from outside Odisha can participate but must register with the appropriate authority of the State Government within one month of bid acceptance. | Contractors must be registered in the Contractors Database Management System (CDMS) irrespective of the tender amount. | If the application is made by a proprietary firm, it must be signed by the proprietor. | If the application is made by a firm in partnership, it must be signed by all partners or by a partner holding power of attorney, with a certified copy of the partnership deed. | If the application is made by a limited company or corporation, it must be signed by a duly authorized person holding power of attorney, with satisfactory evidence of its existence. | Engineering (Degree/Diploma) contractors seeking EMD exemption must furnish an affidavit stating they have not availed more than the prescribed limit of exemptions in the current financial year. | SC/ST contractors having Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative Department of the State Government is allowed to work as a contractor for two years after retirement without Government permission.
