The Bidder must be a Company under Companies Act, Partnership Firm, Limited Liability Partnership, or Proprietorship Firm registered in India. | The bidder should be an Original Equipment Manufacturer (OEM) or an Authorized Channel Partner/Technology Partner of the OEM. | The Bidder Firm should have been in operation in the relevant field for the past 3 years as on the date of issue of RFP and filed ITRs for FYs 2022-23, 2023-24, & 2024-25. | Average annual turnover of the bidder or consortium over the last three Financial Years (FY: 2022-23, 2023-24 & 2024-25) should not be less than ₹11 Crore. | The Net worth of the Bidder as per the last published audited Balance Sheet (FY 2024-25) should be positive and not eroded by more than 30% in the last three years, ending on '31st Mar'2026'. | The Technology Partner/Channel Partner or OEM company should have ISO certification. | The bidder must have experience in Supply of equipment/machineries from the similar sector with a total order value of 4 Cr (single or multiple orders) in a Govt. organization OR 2 Cr (single or multiple orders) in a Govt. organization + 5 Cr (single or multiple orders) in a Private organization, during the last 3 financial years. | The agency must provide at least two (02) Qualified and Experienced Resource persons for each CoE with a minimum Graduate Engineer and 2 years of industry experience or Diploma Engineer with 3 years of Industry experience in the relevant field for hand-holding training. | The bidder/vendor should have ISO/ISI Certification with every Machinery Test Certificate as applicable. | The bidder shall submit technical data in compliance with the minimum technical specifications mentioned in the tender document (ToR). | The Bidder shall not have been blacklisted by any Central/State Government Ministry, Public Sector Undertakings, or any Government Agencies. | Consortium/Joint Venture may be allowed with a maximum of 3 partners, where the OEM/Authorized Partner is the lead partner responsible for contract execution. | A Power of Attorney in the name of the person signing the proposal is required. | A Bidder, including any Associate, should not have failed to perform on any contract, been expelled from any project, or had any contract terminated for breach in the last 3 years. | Exemption for Tender Fee & EMD may be given to local MSMEs/local Start-Ups registered in Odisha as per the Odisha Procurement Preference Policy for Micro and Small Manufacturing Enterprises-2023, upon submission of proper documents and an Affidavit. | Tender Fee and EMD exemption are not available to any Dealer/Distributor/Trader etc., who is not registered as a Manufacturer of similar category of Goods in Odisha. | If a Bidder participates as Joint Venture (JV)/Consortium, the exemptions for submission of Tender Fee & EMD shall not be applicable for them. | OEM must provide necessary documentary evidence of being an Original Equipment Manufacturer of the related equipment. | Bid specific authorization must be submitted in case of participation by a channel partner/technology partner of OEM. | OEM should be a nationally/internationally reputed Company. | For Technology Partner/Channel Partner, an undertaking from the OEM is required stating that they would facilitate the Bidder on a regular basis with technology/product updates and extend support for the warranty. | Either the authorized channel partner/technology partner on behalf of the OEM or OEM itself can submit bid proposals, but both cannot submit bids simultaneously for the same CoE. | If an authorized channel partner/technology partner submits a bid on behalf of the OEM, the same authorized channel partner/technology partner shall not submit a bid on behalf of another OEM for the same CoE. | The supplier of the equipment must confirm in writing that spares for the entire supplied equipment will be available for a period of at least five years after the model of equipment supplied has been phased out.
