The Bidder must be a registered legal entity: Company, Partnership Firm, Limited Liability Partnership, or Registered Proprietorship Firm. | The bidder must be an Original Equipment Manufacturer (OEM) or an Authorised Channel Partner/Technology Partner of the OEM. | The Bidder Firm should have been in operation in the relevant field for the past 3 financial years as on the RFP issue date and filed ITRs for FYs 2022-23, 2023-24, & 2024-25. | Average annual turnover of the bidder or consortium over the last three Financial Years (FY: 2022-23, 2023-24 & 2024-25) should not be less than Rs. 8 Crore. | The Net worth of the Bidder as per the last published audited Balance Sheet (FY 2024-25) should be positive and not eroded by more than 30%. | The Technology Partner/Channel Partner or the OEM company should have ISO certification. | The bidder must have experience in execution of work order involving supply of equipment/machineries of same sector with total order value of 3 Cr (single or multiple order) in Govt. organization OR 2 Cr in Govt. organization (single or multiple order) + 4 Cr (single or multiple order) in Private organization during the last 3 financial years. | The agency must provide at least two (02) Qualified and Experienced Resource persons for each CoE with minimum Graduate Engineer and 2 years of industry experience or Diploma Engineer with 3 years of Industry experience in the relevant field. | The bidder/vendor should have ISO/ISI Certification with every Machinery Test Certificate mandatory as applicable. | The Bidder shall not have been blacklisted by any Central/State Government Ministry, Public Sector Undertakings, or any Government Agencies. | Consortium/Joint Venture is allowed with a maximum of 03 partners, where an OEM/Authorized Partner must be the lead partner responsible for execution. | A Bidder, including any Associate, should not have failed to perform on any contract in the last 3 years, as evidenced by penalties, expulsion, or contract termination for breach. | Exemption for Tender Fee & EMD is available for local MSMEs/local Start-Ups (registered in Odisha) as per the Odisha Procurement Preference Policy for Micro and Small Manufacturing Enterprises-2023 and Odisha General Finance Rules (OGFR) upon submission of proper documents and an affidavit. | Tender Fee and EMD exemption are not available to any Dealer/Distributor/Trader etc., not registered as a Manufacturer of similar category of Goods in Odisha. | If a Bidder participates as Joint Venture (JV)/Consortium, the exemptions for submission of Tender Fee & EMD shall not be applicable for them. | An entity can be a member of only one JV/Consortium; bids with common entities as members will be rejected.
