Open to all Contractors of the class mentioned in the Invitation for Bids registered with the State Governments and Contractors of Equivalent Grade/ Class Registered with Central Government/ MES/ Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate state authority before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must disclose if a relative is employed as an Officer in the rank of an Assistant Engineer/Chairman/Secretary in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior written permission. | Bids from Joint ventures are not acceptable. | Bidders are subject to disqualification for misleading or false representations, record of poor performance, unreasonable prices without justification, unlawful/corrupt means, or blacklisting. | Each bidder shall submit only one bid for one package.
