Open to 'B' or 'C' Class contractors registered with the State Government for civil works. | Open to contractors of equivalent Grade/Class registered with Central Government/MES/Railways for civil works. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must not have a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Orissa in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Orissa is allowed to work for contractor for two years after retirement without prior permission. | Bids from Joint ventures are acceptable. | Contractors must have a sound financial background capable of investing the required amount for advance procurement of all materials. | Contractors must not have made misleading or false representations in qualification documents. | Contractors must not have a record of poor performance, abandoning works, inordinate delays, litigation history, or financial failures. | Contractors must not have participated in previous bidding for the same work, quoted unreasonable prices, and failed to justify them. | Contractors must not have indulged in unlawful & corrupt means in obtaining bids. | Contractors must not be blacklisted or have their registrations cancelled. | Only one bid per bidder is allowed for one package. | An applicant whose contract for any work has been rescinded or who has abandoned any work in the last five years is debarred from qualification. | Engineer Contractor desirous to avail EMD exemption must submit an affidavit stating they have not availed the facility for more than two works during the current financial year.
