Contractors must be of the class mentioned in the annexure (Class "8" & "9" or "9" Class). | Contractors must not have abandoned any work of similar nature, nor had their contract rescinded during the last five years. | Contractors must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | Contractors must possess a valid Registration Certificate as on date, of the required class. | For works value up to Rs. 5.00 crores, there are no qualifying criteria except for clauses 1(a), (b), (c), (d) & (e). | For works value exceeding Rs. 5.00 crores, bidders must demonstrate annual turnover, bid capacity, and works experience as per clauses 1(g), (f)(ii) & (i) in aggregate. | Intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Registered bidders from outside Odisha can participate after Portal Enrolment but must register with the appropriate authority of the State Government before award of the work. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but successful bidders must register under the state PWD before signing the Agreement. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works mentioned in Contract Data, calculated as (A*N*2 - B). | Individual registered Contractors belonging to Schedule Caste and Schedule Tribe having Registration Certificate up to 'B' Class are allowed 10% price preference.
