Contractor must be registered in the e-procurement portal with a valid Digital Signature Certificate (DSC). | Contractor not registered with the Government of Odisha can participate but must register with the appropriate state authority before work award. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | Bidder must not have abandoned any similar work or had their contract rescinded during the last five years. | Bidder must have a valid Registration Certificate as on date, of the required class as mentioned in NIT. | Bidder must have up-to-date GSTIN/GST registration certificate and PAN Card; no undertaking for these is acceptable. | Bidder must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | Bidder must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years. | Bidder must possess the specified machineries either owned or on hire/lease, securing 80% marks in aggregate as per Format-III. | Bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A=Maximum value of works executed in any one year during the last five years (updated to current price level), B=Value of existing commitments & ongoing works to be completed during the next years, and N=Number of years prescribed for completion of the works.
