Contractor must be registered on the e-procurement portal with a valid Digital Signature Certificate (DSC). | Contractor must not have abandoned any work of similar nature or had their contract rescinded during the last five years. | Contractor must have a valid Registration Certificate as on date, of the required class as mentioned in NIT. | Contractor must have up-to-date GSTIN/GST registration certificate and PAN Card; no undertaking for these is acceptable. | Contractor must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | Contractor must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years. | Contractor must possess the specified machineries either owned or on hire/lease, securing 80% marks in aggregate as per Format-III. | Contractor's available bid capacity at the expected time of bidding must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated to current price level with 10% annual inflation), B is the value of existing commitments and ongoing works to be completed during the next years, and N is the number of years prescribed for completion of the works. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate in the Bid. | Bidders from outside the state can participate without GSTIN/GST registration certificate if they submit an affidavit stating they are not registered and have no liability under the Act, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD may participate, but the successful bidder must register under the state PWD before signing the Agreement.
