Contractors must be 'A' Class (for works up to Rs. 20.00 Crore), 'Special Class' (for works up to Rs. 50.00 Crore), or 'Super Class' (for works above Rs. 20.00 Crore) of Odisha PWD or relevant class of other licensing authorities. | Bidders from outside Odisha can participate but must register with the State Government within one month of bid acceptance. | Bidders must not have abandoned any similar work or had their contract rescinded in the last five years. | Bidders must have executed similar nature of work worth 75% of the estimated cost in any three financial years of the last five years. | Bidders must have a total financial turnover in Civil Engineering works not less than the estimated cost put to tender in any three financial years of the last five financial years. | Bid capacity (A*N*2-B) must be more than the total estimated cost of the works for works above Rs. 3.00 Crores. | Joint Venture/Consortium agreements/MOUs are not allowed to participate. | A bidder shall not be permitted to bid if his or his spouse's near relative is posted as Divisional Accountant or an officer between Superintending Engineer and Junior Engineer in the R.W. Circle. | No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission.
