Contractors must be 'A' Class (of Odisha PWD) or relevant class of other licensing authorities for estimated costs more than Rs. 1.00 Crore and within Rs. 20.00 Crore. | Contractors must not have abandoned any similar work or had their contract rescinded during the last five years. | Bidders must have a valid Registration Certificate. | Bidders must have up-to-date GSTIN/GST registration certificate and PAN Card; no undertaking for these is acceptable. | Bidders must have executed similar nature of work worth 75% of the estimated cost in any three financial years of the last five preceding years, certified by an officer not below the rank of Executive Engineer. | Bidders must have a total financial turnover in Civil Engineering works not less than the amount put to tender during any three financial years of the last five preceding financial years. | Bidders must possess specific machinery (Hot Mix Plant, Paver Finisher, Front End Loader, Vibratory Roller/Tandem Roller, Power Road Roller, Hydraulic Excavator, Concrete Mixture, Water Tanker, Needle and Plate Vibrator, Tipper, Concrete Joint Cutting Machinery, Generator, Tractor, Motor Grader) either owned or on hire/lease, and secure 80% marks in aggregate for machinery. | The lease agreement for machinery must be valid for a minimum period of 3 months from the date of tender opening. | Bid capacity (for works above Rs. 3.00 Crores) must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A is maximum value of works executed in any one year (updated), B is value of existing commitments and ongoing works, and N is the number of years for completion. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate.
