Contractors must be 'A' Class (of Odisha PWD) or relevant class of other licensing authorities. | Bidders from outside Odisha must register with the appropriate authority of the State Government within one month of bid acceptance. | Bidders must have a valid Registration Certificate. | Bidders must have an up-to-date GSTIN/GST registration certificate and PAN Card. | Bidders must have a valid Labour License. | Bidders must have executed similar nature of work worth 75% of the estimated cost in any three financial years of the last preceding five years. | Bidders must have a total financial turnover in Civil Engineering works not less than the estimated cost put to tender during any 3 financial years of the last preceding five financial years. | Bidders must possess the required plant and machinery, either owned or on hire/lease, as per Format-III. | The available bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated with 10% annual inflation), N is the number of years prescribed for completion of the works, and B is the value of existing commitments and ongoing works. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate.
