Contractors must be of Class 'D' or 'C' (Orissa P.W.D. or equivalent class of other licensing authority). | Registered contractors under Water Resources, Works, and other Departments of Govt. of Orissa, C.P.W.D., Railway or Military Engineering Services, Air and Naval or other State Govt., Govt of India, Central Govt. undertakings are eligible. | Bidders must have necessary portal enrolment (with own digital signature certificate). | Registered bidders outside of Odisha state can participate but must register with the appropriate authority of the State Government within a month of bid acceptance. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last three years with incomplete contracted work prior to the bid date shall be disqualified. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a contractor for two years after retirement without Government permission. | Contractors exempted from EMD payment must upload documentary evidence for eligibility. | Super Class/Special Class contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | 'A' class contractors must employ one Graduate Engineer or two Diploma Holders from Odisha. | Joint Venture bidders must declare the authorized signatory through a duly registered Memorandum of Understanding and enroll in the portal in the name of the Joint Venture Company. | Any third party/company/person under a service contract for operation of e-procurement system in the State or their subsidiaries or parent companies are ineligible to participate.
