Open to all Contractors of the class mentioned in the Invitation for Bids registered with the State Governments and Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate registering authority of the State Government before award of the work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager for the Contract. | Bidders must declare if they have a relative employed as an Officer in the rank of an Assistant Engineer/Chairman/Secretary in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for a period of two years after retirement without prior permission. | Bids from Joint ventures are not acceptable. | Bidders are subject to disqualification for misleading or false representations, record of poor performance, quoting unreasonable prices without justification, indulging in unlawful & corrupt means, or being blacklisted. | Each bidder shall submit only one bid for one package.
