Bidders must be Construction Firms or Companies having "Super" Class Contractors license/ "Super" Class Contractor registered with the Odisha State Government or equivalent grade/class registered with Central Government/ any other State Government/ MES/ Railways. | Successfully completed & Commissioned Works of similar nature valuing not less than 30% (Rs.1565.55 Lakhs) of the estimated cost in any one year during the last 5 years in any Govt. Sector / Public Sector Undertakings. | Completed at least one work involving construction, testing, and commissioning of a Water Treatment Plant (WTP) with a minimum capacity of 5 MLD in the last 5 financial years. | Annual financial turnover of not less than Rs.2087.40 Lakh (40% of the estimated cost) in any one year during last 5 years, certified by a Chartered Accountant with UIDN number & Date. | The Bidder should not have been blacklisted by any Govt./ Govt. Undertaking on the bid submission date. | Bidders must register themselves in the CDMS Portal developed by State Procurement Cell, Odisha, Bhubaneswar. | Bids from Consortium/ Unincorporated Joint Venture are not acceptable. | No criminal cases should be pending against the Contractor. | The Contractor must not have misled or made false representation in eligibility and qualification requirements. | The Contractor must not have a record of performance such as absconding from work, works not properly completed, inordinate delays, or financial failure. | Bidders who have applied for / are undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceedings from Financial Institutions or those are facing Sickness and under consideration of BIFR in the last 3 financial years are not eligible. | The Contractor must furnish a declaration that no near relatives are working in the cadre of an Assistant Engineer/ Assistant General Manager and above in the Public Health Engineering Organisation (PHEO) of State of Odisha. | The assessed available bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated to current price level at 10% per year), N is the number of years for completion (2 years), and B is the value of existing commitments and ongoing works.
