Department. | Tenderer must upload a valid Registration Certificate of the required class. | Civil Contractors must upload a notarized agreement with a registered Electrical Contractor, including their valid license, GSTIN, and PAN. | For works value up to Rs. 5.00 crores, no qualifying criteria except clauses 1(a), (b), (c), (d) & (e) apply. | For works exceeding Rs. 5.00 crores, the intending tenderer must have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years of the last preceding 8 years, certified by an officer not below Superintending Engineer. | The total financial turnover in respect of Civil Engineering works must be not less than the amount put to tender during any 3 financial years of the last preceding five financial years, excluding GST. | All financial figures (Annual turnover, Works Experience, Work in hand) must be excluding GST. | Applicant's available bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2 - B), where A is maximum value of works executed in any one year, N is number of years for completion, and B is value of existing commitments. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | Bidders from outside the state can participate without GSTIN clearance Certificate if they submit an affidavit stating they are not registered under the GSTIN Act and have no liability, but must produce it before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but successful bidder must register under the state PWD before signing the Agreement. | Special class contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | A class contractors must employ one Graduate Engineer or two Diploma Holders from Odisha.
