Bidders must be Super Class or Equivalent Grade Bidders. | Bidders registered outside Odisha must register in “Super” class in the state of Government of Odisha before signing the agreement. | Joint Venture tenders are acceptable for tentative project costs of Rs.50.00 Crore and above, with a maximum of two firms as partners. | The pipe and equipment manufacturer should not have been blacklisted/debarred/disqualified/disallowed to supply pipes by any Central/State Government/Board/Corporation/procuring entity in India for quality issues in the last three years. | The bidder/firm/company should not have been blacklisted in the last five financial years in any department in Govt. of Odisha or in any other state/union Govt. | The bidder as a prime contractor must have satisfactorily completed (not less than 80% of the original contract value) at least one similar work of Survey, Design, Supply, Execution, Installation, testing and commissioning of UGPL (Pressurised/ Gravity) network in Irrigation Projects/Water Supply Project of value not less than Rs. 73.00 Crore at FY 2026-27 price level, with a 10% per year weightage for previous years. | The bidder must have completed supply, laying, jointing, testing & commissioning of MS/DI/GRP/PSC Pipes of minimum 600 mm & above diameter for a minimum length of 25.00 Km in any one year during the last five financial years including the current FY. | The bidder must have completed supply, laying, jointing, Testing & commissioning of HDPE/PVC minimum 110 mm & above diameter for a minimum length of 100.00 Km in any one year during the last five financial years including the current FY. | The Applicant must have achieved a minimum annual turnover of Rs. 136.00 Crore in all types of Civil Engineering Construction works only at FY 2025-26 price level in any one financial year during the last 5 financial years (from FY 2020-21 to FY 2024-25), with a 10% per year weightage for previous years. | The intending bidders must possess credit facilities of not less than Rs. 37.00 Crore from any Nationalized / Scheduled Commercial Bank with a branch at Bhubaneswar. | The available bid capacity must be more than Rs. 181.00 Crore, calculated as (A*N*2 - B) where A is the maximum turnover in any one of the last five years (updated by 10% weightage per year to 2025-26 price level), N is the number of years for completion (24 months), and B is the value of existing commitments and on-going works. | In case of a Joint Venture, all members must individually satisfy at least 20% of the technical capacity requirement. | In case of a Joint Venture, the JV must collectively and individually satisfy Financial Capacity (Minimum Annual Turnover, Credit Facility & Bid Capacity) proportionately as defined in the joint venture agreement. | Any entity barred by Central/State Government from participating in any project, with the bar subsisting on the application date, is not eligible. | An Applicant or any member must not have failed to perform on any contract, been expelled from any project, or had any contract terminated by any public entity for breach in the last 5 years.
