Bidders must be Super Class or equivalent grade contractors; those registered outside Odisha must register in 'Super' class in Odisha before signing the agreement. | The bidder/firm/company should not have been blacklisted in the last five financial years in any department in Govt. of Odisha or in any other state/union Govt. | Bidders must have satisfactorily completed (not less than 80% of original contract value) at least one similar work of Survey, Design, Supply, Execution, Installation, testing and commissioning of UGPL (Pressurised/ Gravity) network in Irrigation Projects/Water Supply Project of value not less than Rs. 53.00 Crore at FY 2026-27 price level in the last 5 years. | Bidders must have completed supply, laying, jointing, testing & commissioning of MS/DI/GRP/PSC Pipes of minimum 600 mm & above diameter for a minimum length of 25.00 Km in any one year during last five financial year & including current FY. | Bidders must have completed supply, laying, jointing, Testing & commissioning of HDPE/PVC minimum 110 mm & above diameter for a minimum length of 100.00 Km in any one year during last five financial year & including current FY. | Experience certificates must be self-attested client certificates duly signed from an officer not below the rank of Divisional Engineer or equivalent authority from State Government / Central Government /UTs/State PSUs /Central PSUs projects. | The Applicant should have in the last 5 financial years (from FY 2021-22 to FY 2025-26) achieved a minimum annual turnover of Rs. 98.00 Crore in all types of Civil Engineering Construction works only at FY 2026-27 price level in any one financial year. | The intending bidders must possess credit facilities of not less than Rs. 27.00 Crore from any Nationalized / Scheduled Commercial Bank. | Audited Balance Sheets and Profit and Loss account for the FY 2021-22 to FY 2025-26 (last five years) shall be furnished. | The available bid capacity must be more than Rs. 130.50 Crore, calculated as (A*N*2 - B) where A is maximum turnover, N is completion period, and B is existing commitments. | Joint Venture tenders are acceptable for tentative project costs of Rs. 50.00 Crore and above, with a maximum of two firms as partners. | In case of a Joint Venture, the JV must collectively satisfy the Minimum Technical Capacity, provided that all members individually satisfy at least 20% of the technical capacity requirement. | JV members must collectively and individually satisfy Financial Capacity (Minimum Annual Turnover, Credit Facility & Bid Capacity) proportionately as defined in the joint venture agreement. | Any entity barred by the Central/State Government from participating in any project, where the bar subsists, is not eligible. | An Applicant, including any member, must not have failed to perform on any contract, been expelled from any project, or had any contract terminated for breach in the last 5 years.
