Contractors must be 'B' Class Contractors registered with the State Govt. of Odisha or equivalent grade/class registered with other State Govt./Central Govt./M.E.S./Railways or other Govt. undertakings. | All contractors must be registered in the State portal and possess a compatible digital signature certificate of Class-II and III for online bidding. | Engineer contractors are allowed EMD exemption for a maximum of three works in a financial year, provided they submit an affidavit stating they have not availed this facility for more than two works during the current financial year. | The bidder must upload a valid R.C., valid GST No., PAN, Affidavit, and undertaking regarding No-relationship certificate. | Contractors not registered with the Government of Odisha can participate after enrollment in the portal but must register with the appropriate registering authority before work award. | Bidders participating through Joint Venture must declare the authorized signatory through a duly registered Memorandum of Understanding and enroll in the portal in the name and style of the joint venture company. | The bidder must upload the original documents (Registration Certificate, GST Registration Certificate, GSTIN, PAN Card, Affidavit, NRC, ownership and hiring of plants and machineries) for verification within 5 days from the date of opening of the financial bid/lottery if they are the lowest preferred bidder.
