Contractors must be 'A' Class (of Odisha PWD) or relevant class of other licensing authorities. | Contractors not registered with the Government of Odisha must register with the appropriate authority of the State Government within one month of bid acceptance. | The bidder should not be involved in any litigation relating to the works. | The bidder or any of its constituent partners should not have been debarred/expelled by any agency in India during the last 5 years. | The bidder or any of its constituent partners should not have failed to perform on any contract work in India during the last 5 years. | The bidder must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | The bidder must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | The bidder must possess specific plant and machinery, either owned or on hire/lease, and score at least 80% marks in aggregate as per Format-III. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | A bidder shall not be permitted to bid for works in the R.W. Circle if his or his spouse's near relative is posted as Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer and Junior Engineer. | No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | Bidders from outside the state can participate without GSTIN/GST registration certificate if they submit an affidavit stating they are not registered under the GST Act and have no liability, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement.
