Contractors must be 'B' & 'A' Class Contractors (of Odisha PWD) or relevant class of other licensing authorities. | Bidders from outside Odisha can participate after Portal Enrolment but must register with the appropriate State Government authority within one month of bid acceptance. | The bidder or their spouse's near relative (first blood relations and their spouses) must not be posted as Divisional Accountant or an officer between Superintending Engineer and Junior Engineer (both inclusive) in the R.W. Circle responsible for the contract. | No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission. | The intending tenderer(s) should not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | The intending tenderer(s) should have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years. | The intending tenderer(s) should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 (three) financial years taken together of the last preceding five financial years. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works for works above Rs. 3.00 Crores. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate in the Bid.
