Contractors of Class C & D registered with the State Governments are eligible. | Contractors of Equivalent Grade / Class Registered with Central Government / MES / Railways for execution of Civil works are eligible. | If successful, bidders not registered under the state government must register under the appropriate registering authority of the State Government of Odisha in the appropriate class before signing the agreement. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or documents for the Project. | A firm engaged by the Engineer-in-Charge to provide consulting services for the preparation or supervision of the works, and any of its affiliates, is not eligible to bid. | Bidders with a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Orissa in the concerned Department must inform this in the bid. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Orissa is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are acceptable. | Contractors whose contract for any work has been rescinded or who have abandoned any work in the last five years are debarred from qualification. | Engineer contractors are exempted from EMD for three works in a financial year. | ST/SC contractors are exempted from depositing 50% of the usual EMD rate. | Start-up companies are exempted from depositing work experience certificates. | Super Class contractors must employ two Graduate Engineers and two Diploma Holders from Odisha. | Special Class contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | A Class contractors must employ one Graduate Engineer or two Diploma Holders from Odisha.
